Dear
friends and colleagues,
We are certain that you will be pleased
to know that we have reproduced the proceedings,
in Italian, English and German, of the
first European Snow Law Forum –
From Snow Laws to the Snow Law, which
was held in Bormio from 2nd to 4th December
2005.
The initiative has attracted great attention,
not only the attention of the industry’s
experts, but also that of radio and television
journalists and the press which confirms
that we are on the right track. There
exists widespread sensitivity for the
problems that we have begun to deal with
and also for the problems which we intend
to tackle more extensively as from this
year; therefore we will be extending the
invitation to the Forum to countries from
Northern Europe and to extra-European
countries where winter sports are widely
practised.

We
believe that a very clear message has emerged
from the Forum which can be summarised in
two points. First point: the FIS set of
rules must constitute the “hard core”
with which the regulations of all countries
in which winter sports are practised must
identify.
Second point: if the alteration or integration
of the FIS rules is required then this should
be done only by the FIS or with their involvement
and accompanied by the acknowledgement of
all countries in which winter sports are
practised, or at least in an international
context.
Then again, the presence of a standard snow
law which applies to all countries in which
skiing is practised guarantees not only
the skiers’ safety (which is a fundamental
topic), but it also guarantees people’s
freedom to move around and furthermore it
facilitates the flow of tourists. These
are precisely the considerations which highlight
the topical interest of the Forum and launch
an important challenge for the next meeting.

The
Organising Committee is already working,
and will continue to work, to keep this
message alive during the course of the year,
between one Forum and another, via a series
of ad hoc initiatives as well as via our
website to which we are adding the finishing
touches. It is our intention, and our ambition,
to make Bormio and its Forum an indispensable
and essential benchmark for the study of
comparative snow law: a top-level annual
appointment of an international nature which
presents itself as a competent opportunity
for in-depth discussion, for comparisons
and for proposals from the most illustrious
snow jurists from various countries.
We can only attain this with your contribution
especially in terms of ideas, suggestions
and information. Therefore the compilation
of the first Forum’s proceedings not
only represents important documentation
of what we have
achieved but also it also embodies a commitment
which we assume for the future and that
we are inviting you to share with us. |
